With the advent of the knowledge economy era, high-quality international talent has become an important driving force of enterprise development and a core object of human resource management. The psychological contract is a research field of psychology and management, it has been used in all aspects of the enterprise human resource management and it is an informal contact between enterprise and its employees. With the further development of psychological contract theory and the increasing importance of international talent in the enterprise, it has a profound practical significance that to invent and retain international talent from the perspective of psychological contract.This paper is based on the psychological contract theory, and psychological contract is run through the research of international talent’s human resource management that in the international talent base, the theoretical analysis shows that appropriate motivation strategy is necessary for the international talent. The paper is structured as follows:Firstly, introduces the related research at home and abroad, grasps the status of the psychological contract theory, motivation theory, and international talent motivation, so as to lay a foundation for the following study. Secondly, invest the characteristics, content and structure of the psychological contract. Through the use of psychological contract theory to study the motivation problem of international talent that in the international talent base, interlinked the psychological contract theory and the research of motivation, which as the basis of the international talent motivation model that under the psychological contract perspective. Thirdly, analyzes the problems of international talent motivation through the questionnaire investigation. These problems mainly reflected as follows:There are some errors on the motivation mechanism; Lack of balance between work and family; Ignore the incentive role of enterprise culture; Pay attention to the introduction and regardless of using, the international talent’s development is lack of space; Salary system is lack of fairness; Lack of hierarchy and target on motivation. At last, this paper is focused on build a four-level motivation model for the international talent from the cultural level, salary level, opportunity level and achievement level. Finally propose the implementation strategy of the four-level motivation model that under the psychological contract perspective, and then guiding the practice of human resource management in the international talent base.
