Learners’ demand for personalized learning, as well as the proposed concept of Flipped classroom, have contributed to a reality that the teachers’ teaching method and the learners’ learning style become diverse in the field of basic education. The education and teaching becomes more and more interactive and convenient, at the same time, the development of the study is towards miniaturization, fragmentation and mobility. Currently, learning resources will be faced with new challenges. Traditional course resources with big unit and large capacity have been unable to meet the needs of learners, which is gradually towards miniaturization and mobility, so the reform of learning resources is imperative. How to design and develop more high-quality digital learning resources to meet learners’ needs and expectations which are focused on micro-learning, on-demand and personalized learning, and it’s an important subject of research on the learning resources."Micro course", a kind of new-brand resource form, has such advantages as real scene, outstanding theme, various resources, flexible forms, strong interactivity, and it’s dynamically generated that can be communicated easily. In brief,"small class" can solve the above problem effectively.With the emergence of micro course resources, there has been certain accumulation and ascend in the number, type, content and subject distribution. However, neither do the education enterprises spend huge human, material and finance resources to build micro course resources, nor the administrative education department accumulated courses resources by a majority of forms. We’d better know the design concept and ideas. How about the actual development situation of micro course? Is there a scientific standard to make the micro course resources construction specified? What’s the design pattern and development way and method of micro course resources? What are the difficulties that appear in the process of designing and developing micro course resources for the teachers in primary and secondary schools. At present, can the micro course resources meet the learners’ demands which are tiny, personalized, fragile and mobile? This is a pressing problem that the education administrative departments at all levels, scientific research institutions, schools, teachers and learners are concerned about. This paper uses such methods as content analysis, questionnaire investigation, case study. Through the systematic investigation on teachers’designing and developing micro course resources and comparison between domestic and foreign micro course resources platforms in order to clarify the status quo and problems of micro course recourses, and have a deep research and analyses, summarize the experiences and lessens, then explore an effective way to develop micro course recourse, which will give decision support and advice to the administrative education department and education enterprises about planning,designing, developing and applying micro course recourses.This paper is discussed from the following aspects in detail:The first part introduces the research background, research review and the theoretical basis. In the first chapter of introduction, it mainly describes the research background and significance of this subject. The research method is determined through the analysis of research objects and contents. In the second chapter, it carries on the detailed review on the domestic and foreign present situation of micro course, and defines the key concepts. In the third chapter, this paper expounds the theoretical foundation and explanation.The second part is the project survey analysis and comparative analysis. Chapter IV has carried on a systematic investigation of the primary and secondary school teachers’designing and developing micro course, which is to understand their design ideas and concepts, and the various problems and difficulties encountered. The fifth chapter clarifies the status situation and problems of micro course recourse construction by the comparison analysis in the three typical domestic and foreign micro course recourse platforms.The third part puts forward effective strategies of micro course recourse construction. Based on the survey and comparison in the fourth and fifth chapters, it summarizes the experiences and lessons of micro course recourse construction, and proposes9effective strategies and suggestions of micro course recourse construction in the field of basic education, which is combined with author’s practice in organizing the micro course recourse construction.The fourth part is about summary and outlook. In the end, the author has carried on the induction and summary on the achievements, characteristics and innovation in this study, and inspects the existing shortcoming objectively, then clears the direction for further research.
