Teachers’ employment system is an important personnel management system, which is an important part of teachers’ appointment system reform in order to adapt to the development of our country socialist market economy and education administrative department or the school set to work and employ a certain qualified citizen for the teachers’position on the basis of equality and voluntary based on the needs of the education and teaching development. There is positive significance of practicing the teachers’ employment system for the teachers’ team construction in the primary and secondary schools. At present, the developed countries have successfully carried out the teachers’ employment system in primary and secondary schools. Our country has introduced the teachers’ employment system and has made some achievements in the field of teachers’ employment system to study but, by contrast, the effect is not so ideal. Due to the special national conditions in china, the understanding of teachers’ employment system is also not identical in different regions for different primary schools and secondary schools. There is clear difference in the process of teachers’ employment system reform and struggling, shows many typical problems. Such as, teachers’ qualifications is not strict, schools lack the authority of employing teachers and dismissing teachers and a sound teachers’ evaluation system, the program of hiring teachers is not perfect, the contract of hiring teachers is not flexible, the thought of the "iron rice bowl" is common, the relevant laws and regulations are not perfect, the teachers’ flow is imbalance. Therefore, it is still an important problem in front of us that is to further analyze the teachers’ employment system in our country primary and secondary schools and to promote the reform of the schools’personnel management system in our country small medium-sized. This article is trying to make an in-depth analysis for the implementation situation of the teachers’ employment system in our primary and secondary schools, which make the system perfect, to service its development. Through the compare of the implementation of the teachers’ employment system in our primary and secondary schools with the developed countries’ schools’, to reflect the existing problems and their causes in the implementation process of the teachers’ employment system in our country elementary and middle schools. Thus draws the corresponding countermeasures, so as to provide reference for the further implement of the teachers’ employment system in our country primary and secondary schools.In this paper, the main research methods are literature method and comparative method, etc.This article is divided into five chapters:the first chapter is the introduction, mainly includes putting forward the problems, the definition of some basic concepts, the research significance, the related research (including the results and shortage of the existing research and the innovation of this article), the research methods and the theoretical basis, etc. The second chapter mainly elaborates the implementation process and the existing problems of the teachers’ employment system in our country middle and primary schools. The third chapter is mainly to comprehensively analyze the successful experience of the teachers’ employment system of the primary and secondary schools in the United States, Britain, Japan, France and other developed countries. The fourth chapter is using the related theories to in-depth analyze the causes of the problem of the teachers’ employment system in our elementary and middle schools based on the successful experience of teachers’ employment system in the international primary and secondary schools. The fifth chapter is to propose some feasible countermeasures and suggestions to continue to implement the teachers’ employment system in our country primary and secondary schools, based on the successful experience of the implementation for the teachers’ employment system in the primary and secondary schools in the developed countries.
