The long-term development of a nation depends on education, while teaching resources form the basis of education. If a private higher education institutes want to be the winner in the competition, they should pay more attention to develop their group of teachers. In addition, the key of letting teachers play an important part is to stick to scientific management and incentive measures. Among the higher education schools’ human resource management, incentive measures play a significant part in inspiring the initiative and creativity of teachers. There is no doubt that it is about colleges’ energy and the kern of the organization. Due to the complicacy and features of the private higher learning colleges, there still exists a great deal of problems in their human resource mechanism to encourage teachers. If it will not be filled with the problems, it should undermine the sustainable development of the private higher college and will influence the overall development of higher education systems. Therefore, the study about the personnel encouragement measures of private higher learning college may still be an extremely urgent and important topic. It may be worthy of studying how to urge the private higher learning college to depend on external ability and make great efforts to improve the inside institution, so as to promote private colleges to come up with reasonable incentive measures.Under these background, the paper studies and uses for reference of the research which has been worked out.On the other way, we have read a lot of documents and references, meanwhile, guided by the scientific outlook on Development, using the incentive theory as the theoretical basis and research support.Using a private college in G College as a case.Using full-time teachers in G college(for short "teacher"as follows) as investigated subject. To investigate of basic and encouraged situation of G college teachers, also designed some questionnaires and interview outline.It adopts a series of methods of analysis results to carry on the data analysis, using incentive theory, we found the major incentive factors of the G college through necessity, motivation, target analysis, as well as interview and questionary analysis. including:salary, welfare, training, promotion, leadership and student acceptance, stability etc.On this basis, furher analysis the existing problems in the teacher’s encouraged mechanism such as:unreasonable structure of teachers, teachers with greater liquidity difficulties, teachers’ promotion, teachers training, training incentive problems, teachers less of the sense of belonging, responsibility and so on.All these analysis about the teacher lack of encouragement throught inside and outside.About these, put forward the general idea to solve the encouraged problem:under the guidance of the general idea, we must insist on the " people oriented", setting about contributing the material incentive and spirit incentive.Leaving each other to strengthen external policy, innovating university’s internal incentive mechanism and promoting the teachers’ incentive these three directions to share the countermeasure and suggestions on improving and perfecting the encouraged mechanism in G college.According to the teachers’encouraged problems in G college, it gains the result that the college G takes a good practice in the exploration of the human resource management of teachers, and accumulates a lot of experience, but there are still many problems in motivation of teachers.So we should establish and improve the encouraged mechanism further, in order to promote long-term development of G college.Through these research, in order to achieve the objective that country to improve the private college teachers get attention of the encouragement, further improve the management of Civilian-run Colleges and Universities and improve the confidence of teachers in Colleges and universities. For the sake of promoting the G college teachers encouraged system management, it provides the possibility to realize the sustainable development of private universities for reference.It should lead to attach great importance to our national, social, the private colleges and universities n order to make the private colleges and universities go further, in order to promote the long-term development of higher education and realize the rejuvenating better, talent "China dream".
