| In the day of the popularization of higher education, facing with the rapid development of science and technology and the fierce international competition, many countries have introduced the policy of construction of world-class universities in order to pursue the quality and efficiency of education and cultivate innovative talents, thus to maintain the countries’places in international competition."Project985" and "Excellence Initiative" are the two important policies of construction of world-class universities adopted respectively by China and Germany in the field of higher education.The policies of construction of world-class universities between China and Germany have different historical backgrounds. Prior to the project "Excellence Initiative",Germany has never introduced, in the process of the development of higher education, any polices of focused support for only a few universities. On the contrary, it has been emphasizing the "equalitarianism".But a grading standard that is naturally formed in the process of the development of higher education has laid the foundation for the introduction of "Excellence Initiative". The development strategy of the key universities has been implemented since the founding of New China, which is the historical background of the implementation of "985Project". Under the realistic background of the demand for enhancing the comprehensive national strength and the inherent requirements of popularization of higher education, China and Germany share the same historical background in terms of the introduction of polices of the construction of world-class universities, in the meantime, they are faced with individual practical problems and confusions.Through the analysis and comparison of the similarities and differences in the process of promulgation, the subject and object, the objectives, and the content as well as the implementation of the policies of constructions of world-class universities between China and Germany, this paper has brought up, on the basis of summarizing the experience and deficiency of the two policies, some enlightenments for "985Project" in China:1.Change the policy-making way;2.Develop intermediary organizations of education;3.Establish a strict and impartial assessment procedure;4.Establish diversified funding ways;5.Encourage the competitiveness and diversity of universities. |
