The current employment situation is grim,"new unemployed group" are gradually constitute the main body of the unemployed population, which affect the construction of a socialist harmonious society. The core of the scientific concept of development is people-oriented, people-oriented focus is on the people’s livelihood, the livelihood of the people is that the fundamental employment. In the historical process of China market’s rapid economic development and social transformation, many young people have caught up in the psychology and reality employment pressure unprecedented predicament. Especially in recent years, migrant workers, university graduates constitute the "army of the unemployed", which make the prominent exception to the employment problem. Linxia unique regional ethnic characteristics and economic culture of the region’s "new unemployed group" showing a unique place. Generation of migrant workers in the Linxia region has become the mainstream of the new unemployed group, they have a persistent urban survival, confused and difficult employment helpless. Through large amounts of data and charts, Linxia employment expectations of the "new unemployed groups, by level of education, work time, insurance rate, education and training, basic public services, the public of the status quo description, find and summarize the problems of "new unemployed groups" in Gansu Linxia region.In the third part of the paper, the author explore the reasons for the formation of Linxia "new unemployed groups" from economic factors, social factors and self factors.The fourth part of the thesis is countermeasures and suggestions.
