Shanghai is a modern and International city which has a relatively high educational investment. Especially after China entered into the World Trade Organization (WTO), International education has become more and more popular. The Shanghai Municipal Government and the Central Government indicated in the Long-Term Education Reform and Development Program in2010-2020:Future education needs to expand and improve our education openness and internationalization level. The advanced idea and reference for education, promoting experience in educational reform and development for enhancing the international status and influence and competitiveness. Shanghai is considered a model example for the international education reforms composite major breakthrough. The author worked in a public school for7years. She is now working in XH International School (the subject school of this dissertation). Her professional identity has changed from homeroom teacher to head of Chinese. Throughout the two different types of school, the author’s position changed which inspired her to write the dissertation. She believes that all the good ways of education, the management with human care and IB learner profiles can all be used in local primary and secondary schools, so that it can improve the quality of education in China. The first chapter expresses the reason and background of the research; introduces the meaning of the research; the core concepts of the research; the thought and method of the research; and the references of the research.The main body begins in chapter two. In this chapter, the author investigates and analyses the institutional culture of XH School. Firstly, she considers the education of global citizens to enable readers to have a generic understanding of the school. Secondly, she considers the regular International Baccalaureate Organization (IBO) inspections of XH School and the characteristics of school policy. Thirdly, she considers the contractual policy between staff and school which is the school’s internal detailed management system concerning human resources and is based on the above basic policy and system. Fourthly, she considers the "brand and marketing" of the school which is one of the successes of this kind of management system has allowed the school to outperform other schools in the market.Chapter three is focused on ’How to influence the other national primary and secondary schools.’Through comparing local schools and XH School, including:pastoral matters, inspections, learning environments, the school brand to give local schools some constructive suggestions and advice. The author intends to compare the policy and culture between local and international schools so that she can express the current situation. The author also analyses the improvement areas for national schools. In order to maintain truth and objectivity, she will do this principally, by means of a case study, practical experience and observations, the comparative study method and conduct investigations to improve the reliability and validity.
