Current Situation,Problems And Countermeasures Of China’s Science And Technology Talents Flow

In the era of knowledge economy, science and technology talents have become the most important driving force for economic development and social progress. The global scramble for talents has become white-hot, the rapid flow of science and technology talents have become the irresistible trend of history. From the current perspective, the total amount of science and technology talents in China has come out top in the world, but the allocation and use of science and technology is still unreasonable, resulting in the coexistence of waste and shortage of science and technology, and the low efficiency when using the human resources of science and technology. Nowadays the gap of regional development widening and industry development is not balanced, In this context, to strengthen the research on China’s science and technology talents flow has important realistic significance. Only to promote the rational flow of China’s science and technology talents, it can realize the optimal allocation of human resources, so as to give full play to the talents of science and technology for economic and social development,promote balanced development and coordinated development of regional industry, promote the construction of innovation-oriented country, implement science and technology objectives.The paper first analyses the features and necessity of science and technology talents flow, and then analyzes the related factors affecting the flow of talents from the external environment, organization and subjects three aspects, on the basis of which construct the decision-making model of science and technology talents flow. Secondly, the paper analyses the current situation of China’s science and technology talents flow. By means of reviewing the developing history of talents flow since the reform and opening up, it carries on the analysis to the current situation of our science and technology talents flow from three aspects, the transnational flow, area flow and trade flow. Thirdly, the paper analyses the problems of China’s science and technology talents. These problems include four aspects:talents’free flow has systematic obstacles; talent market is not mature; science and technology talents’ flow direction is not reasonable and the relevant laws and regulations are not perfect. Finally, aiming at these problems, it puts forward corresponding countermeasures and suggestions. In a word, this article tries to discuss the current problems and countermeasures of China’s science and technology talents flow, trying to resolve various adverse factors on the influence of science and technology talents flow to promote the smooth and rational flow of science and technology talents.
