With the development of hi-tech industries, a large amount of advanced techniciansare badly needed. however, the highest level of current higher vocational education levelis still limited in junior college, which cannot meet the need of society for applied talents.Developing vocational education at ungraduate level is the key to solve this contradiction.As a specific higher education, undergraduate vocational education is a new form inChina. This research is based on the cognition of its connotation and the reality of theeconomy and education, and the evidence and necessity of its development, and setsforth a way in accordance situation and need of development.This essay is mainly divided into five chapters to elaborate. The first chapter is anintroduction, which introduces the background, meaning, and characteristic of thisresearch. The second chapter mainly expounds the connotation and characteristic ofundergraduate higher vocational education and the relationship between uhve and technicand applied undergraduate education. The third chapter elaborates the evidence ofdeveloping uhve from the analysis, policy background and practice basis, and shows thenecessity of its development. The fourth chapter introduces the experience of developinguhve in developed countries and areas. The fifth chapter puts forward the path andstrategy of developing uhve based on the need and situation, which is categorized intothe basic policy of developing uhve, the teaching body and form. The last chapter is aconclusion, which mainly explains the characteristic and meaning of this research, andpoints out the limitation and shortcoming of it.In the respect of research methods, this research uses document research, caseanalysis, comparative research, survey study, systematic analysis, combines theory withpractice, compares domestic situation with abroad, both from horizontal and verticalsides, to provide relevant theories of uhve systematically and comprehensively, and apractical teaching strategy. The research results shows that uhve teaks breeding technical talents as a goal, andserving regional economical development as an orientation. Given the need of uhve andeconomic construction, the development of uhve should transfer its concept, complete itsregime. When choosing teaching body, the few model colleges should be taken intoconsideration, and the uhve courses should be set up in some applied universities, and thesecond batch of universities should be upgraded to undergraduate vocational institute. Inteaching forms, top-up and four-year universities should go forward together, the limit ofupgrading rates should be abolished, the distribution of graduated senior high schoolstudents should be adjusted, the full-time education should be taken as a main teachingform, and open type teaching methods should be put into discussion gradually.
