Currently, many secondary schools have their own "school-based rules", but many of them contain anti-educational phenomenon, which may stunt the achievement of student development and education purposes. Based on educational theory, this thesis attempts to provide theoretical basis and develop standards for reasonable and sensible rules and regulations, through researching the anti-educational phenomena existing in school-based rules.In order to find out the current situation of school-based rules, including formulation, implementation and revision, and students’understanding and identity of the school-based rules, interview part of the teachers from Y secondary school and S secondary school, make a survey through a questionnaire among some students of these two schools, get to know students’understanding, compliance and violation to school-based rules. Through interviewing with teachers, school-based rules are passed only by several executive leaders at executive council meeting. Teachers and students have never participated or given their advice. According to students’questionnaires,51%students believe that school-based rules are strict,29%students believe that school-based rules are over strict, only18%students believe that school-based rules are in general,2%students believe that school-based rules are loose.83%students violate school-based rules for at least one time, only17%students never violate school-based rules.26%of students believe that school’s approach to deal with violation behavior is unreasonable, only28%students consider school’s approach reasonable; most students and parents in dealing with school unreasonable treatment have chosen indifference to accept or agree with the school’s approach. Only9%students and14%parents would go to school to express their comments and suggestions; there is a higher frequency violate in learning behavior, daily norms and grooming routines.The features of anti-educational phenomena in school-based rules are:first, do not conform to the aims of education. Secondly, do not respect student growing law. Thirdly, possess certain relativity. Several principles should be considered while set down school-based rules. First, respect the law. Secondly, obey the law. Thirdly, maintain rational equality. Fourthly, mutually cooperate and manage. While constructing excellent school-based rules, the following three aspects must be considered:1. a correct understanding of the educational function of school and school-based rules.2. respect students’ growth rules and characteristics.3. Student-oriented promotion overall development of students.
