With the development of the times and the demand for innovative talents, the society moreand more attention to quality education and to understand its importance. Art education is animportant part of quality education, it can not only improve the students’ aesthetic ability, andcultivate their sentiments, but also train students’ innovative consciousness and promoteall-round development of students. However, our country has a large populat. However, ourcountry has a large population, there is a certain gap between the urban and rural art education,art education in rural areas in many places have not paid enough attention to. In order torealize the equality of education, we need to pay more attention to the development of arteducation in rural areas, urban and rural art education balanced development, promote thestandardization of education, improve the quality of teaching and art education, therebyimproving the overall education level, so as to effectively promote the balanced developmentof education.In this paper, through the investigation and analysis of present situation of ShandongProvince, Linyi City, Feixian County city and rural middle school art education teachingconditions, reveals the present situation of unbalanced development of urban and rural middleschool art education, the two schools of art education and teaching conditions and the impactof the current situation of balanced development of urban and rural middle school fine artsteaching, put forward to promote the development of art education balanced the region’scountermeasures and suggestionsThe full text is divided into five parts: the introduction part is mainly about I will be usingthe method of questionnaire, investigation method, comparative study method and surveyresearch method of investigation and study of Feixian County middle school in urban andrural areas of Linyi City, two schools of art education and teaching conditions, and shows theimportance of investigation and research. The main content of the first part is the presentdomestic urban and rural art education, including the following aspects: the development ofurban and rural education is not balanced, the development of art education in urban and ruralareas is not balanced and reasonable optimization of urban and rural conditions of arteducation significance; the main content of the second part is the survey results through theanalysis of Feixian County Yilin art school and Feixian County Datian Township junior high school art education teaching conditions, the results showed the existence of unevendevelopment between the urban and rural middle school fine arts teaching condition; the maincontent of the third part is the analysis of the factors affecting Feixian County Yilin art schooland Feixian County Datian Township Primary School Art Teaching development. As thenumber of art teachers, age and educational level, the quality of their own; teachingequipment, teaching facilities, art books; education funding; art school education resources;management concept; the fourth part is mainly on the uneven development of urban and ruralmiddle school teaching condition of Feixian County art education in Linyi City, puts forwardthe way to promote and improve the conditions of art education. Finally, suggestions andmeasures of urban and rural middle school art education balanced development, it not onlyneed every educators, researchers and efforts, and the need for social coordination and supportof every member of staff.
