"General Office of the Ministry of Education do the notice that promote further the reform of cultivation mechanism of postgraduates ", which puts forward that it is an important measure for meeting the demand of the applied talents of the national economic and social development to adjust the structure of the type of postgraduates to cultivate, strengthen the efforts to training of applied talents. It is the key basement to come true the structure adjustment by the reform of cultivation mechanism, establishing a new mechanism between types of training and reasonably regulating the proportionality of academic and applied postgraduates.With the popularization of higher education, the universities is responded of the increased enrollment policy actively, which make the Postgraduate Education in our country to to have a great boom and the size and the number of postgraduate education to be the second in the word, after the America. The employment situation and employment field of Postgraduate also changed. The traditional employment area of Pedagogy Postgraduates was mainly engaged in teaching, scientific research and teaching management etc. Because of the rapid development of market economy and social division of labor is increasingly specialized, society put forward a new challenge to the education model of Pedagogy Postgraduates that cultivate mainly the oriented-traditional academic talents. This is not only the new demand of talents of China’s economic transition, and the embodiment of the standard of the talents to diversify in the popular stage of higher education, but also the the new rallying cry of the diversified higher education quality view playing their proper role and giving full scope to the talents under the concept of lifelong education. According to relevant statistics show that academic talents cultivation accounted for an absolute proportion in our country, however, postgraduates graduated and entered to the Universities and scientific research institutes to work, accounted for only about10%. This situation partly has caused structural irrationality and the demand of the society not matching so that the educational resources was in a great waste and the talents was overstocked..The purpose of this study is to find a solution to solve the the contradiction of between "quality" and "quantity" of postgraduate education. This paper uses the questionnaire survey and interviews, which it is to promote and improve the cultivation quality of postgraduates. It attempts to establish a balanced-development cultivation model of the "double track system" between academic and applied postgraduates which based the academic differentiation by analysis of the current survey of employment orientation of Pedagogy Postgraduates and the relevant literatures and research, combining with China’s current employment of Pedagogy Postgraduates from the enrollment and school selection, curriculum and teaching practice, dissertations and evaluation etc.
