On the arrival of the knowledge economy, education, especially the elementary education is posed a new requirement by the policies of Tuition-free Education. It requires the education to focus on the capacity-building. Instead of being a knowledge teller, the elementary education needs the future educators who have the innovational ability. However, when we reflect to the education, we will find that the newly-appointed physical-education teachers have a relatively lower creativity. There is a great contradiction between the requirement of the elementary education and the reality, which makes the task more and more urgent to develop physical-education teachers’ creativity. The problem of physical-education teachers’ creativity has caused concern for expert researchers, and preliminary results were achieved. However, the creativity of physical education teachers under the policies of Tuition-free Education is hardly discussed before.Firstly, in the basis of some related researches, formal questionnaire of professional ability and creativity are developed. Secondly, with the formal survey, we search a series of features of physical education teachers’ professional ability and creativity. Thirdly, in the basis of the literature review, this research extracts the influential factors of physical education teachers’ creativity and tests the model hypothesis by using correlation analysis and regression analysis.The major conclusions:1. Development of questionnaire of professional ability and creativity. The questionnaire of professional ability consists of18items and5factors (teaching ability of organization, teaching method using ability, teaching design ability, teaching management evaluation ability, training and organization competition ability), and the questionnaire of creativity consists of17items and5factors (sports equipment modification, sports teaching material adaptation, sports teaching innovation, sports extracurricular knowledge expansion,sports scientific research application skills).After a rigorous analysis of the questionnaires for the reliability and validity, it was proved to be a good reliability, which can provide reliable questionnaires forfuture research.2. The status quo of physical-education teachers’ creativity. Overall, the professional ability of physical-education teachers is low intensity and they are short of professional knowledge, the creativity level of physical-education teachers is moderate intensity, and creativity shows significant difference in gender.3. The influential factors of physical-education teachers’ creativity. Based on the previous study results, the studies selected some important factors affecting physical-education teachers’ creativity, and built the four models that can influence physical-education teachers’ creativity:professional ability, professional knowledge, professional Spirit, teaching environment...
