It seems the development and utilization of English curriculum resources has become more and more important with the popularity of English subject in rural primary school. The author believes that the rural primary school English curriculum resources is directed by English curriculum standards, including all the resources which can contribute to the implementation of the English curriculum and the achievement of curriculum goal in rural primary school. This paper analyzes and discusses the definitions, classification and the principle in development and utilization of English curriculum resources and makes the investigation and study of current development and utilization situation of English curriculum resources in Wenling rural primary school through the questionnaire, interview, observation and other methods. The main survey analysis the effects of the development of curriculum resources, like student resources, teacher resources, textbooks resources, internal resources and external resources, so that you can understand the detail situation and the difficulties they face on development and utilization of English curriculum resources in Wenling rural primary school.The main findings of this study is as below:1.The teachers have inadequate concept and limited ability while lack of awareness on the development and utilization of curriculum resources. Their work burden result to lack of time to develop.2.The students’learning interest is gradually reduced when the grade is increased and some students feel bad in study. In general, they don’t have good learning habits and has not become the curriculum resources development participants.3. The grades uneven distribution of textbooks and lack of reading and listening materials is not conducive to the textbooks development.4. The lack of internal and external material resources, especially multimedia equipment that can assist teaching.5. Lack of external English learning environment and the development of parents’resources. Aimed at the problem found from the research, this paper presents some countermeasures on development and utilization of the English curriculum resources in Wenling city:strengthen the construction of teachers’staff, establish the concept of curriculum resources, collective cooperate to jointly improve the ability of developing curriculum resources; optimize current English teaching, improve students’interest in learning, joint family and school to explore student resources; school ought to increase the material resources in investment and establish resource sharing platform as well as effective mechanism to ensure funding and the flow of talent; rich teaching resources and more suitable audio-visual materials and books for students, weaken the difficulties of textbook by unit integral design. Build a family supervise mechanism to encourage students to explore life learning resources. This research seeks to enrich the existing theories of curriculum resources and to provide real cases and data for the further research on the curriculum resources, with the hope to provide some methods for the development and research of curriculum resources throughout the Wenling area.
