Research On The University Governance Structure

The perfection and rationalization of University Governance Structure is of vital importance to the sustainable development of modern university and the healthy promotion of academic research. With academic power and administrative power as two main supports, the University Governance Structure shall be established on the theoretical and practical basis founded on the analysis of the two branches of power. On the basis of theoretical analysis of the academic power and administrative power inside the university and practical analysis of the current university Governance Structure of China, the problems and contradictions exit therein can be examined, the academic power and the administrative power and the relationship between the two can be redefined, and therefore the power structure inside university can be reestablished and the spirit of university autonomy and academic freedom can be restored.Through researching on the nature of the University Governance Structure and the current problems thereof from both theory and living examples, the theoretical basis and practical foundation of reestablishing University Governance Structure, which namely is allocation of powers inside university, can be realized. Placing emphasis on the relationship of academic power and administrative power, this thesis means to do so. There are totally five chapters presented as follows:In chapter one, the origin and development of university and university governance, the connotation of university governance structure and the theoretical basis of university governance are described, to define the subject of research and ascertain the scope of analysis.In chapter two, the detailed situations of academic power and administrative power are introduced from aspects of rationality and validity, in order to discuss the original relationship between academic power and administrative power, which leads to the right location of their respective function and relationship.In chapter three, firstly, the development of power allocation in Chinese universities and the patterns of that in universities of western countries are introduced to reveal the historical background and practical requirement of the universities in China. On that premise, secondly, a detailed practical research on the statutes of universities, the setup of the Party and government organizations inside universities and the Academic Committee Charter of universities is conducted, in order to present comprehensively the structure of university governance, which consists of the political power represented by the Party committee, the administrative power represented by the principal, the academic power represented by the Academic Committee and the democratic power represented by Faculty Congress. On the basis of that, the problems existed currently such as the generalization of administrative power, the alienation of academic power and the weakening of the democratic power are displayed as an adverse reference in the reestablishing of University Governance Structure in the following part.In chapter four, on the basis of the analysis and demonstration in the aforementioned three chapters, the connotation and denotation of the academic power and the administrative power are ascertained, the reallocation of the powers and the clarifying of the relationships therein are discussed. Therefore, the assumption of the establishment of University Governance Structure is put forward. In this chapter, the moderate separation and adequate cooperation of academic power and administrative power is the key point and the stance. Discussing the relationship between academic decision-making and administrative decision-making to figure out the division and intersection thereof, probing into the function of administrative management and administrative service in the field of academic affairs to reconsider the significance of administrative power to university governance, seeking the connection between the academic decision-making and administrative execution as well as between the administrative decision-making and academic consultation to rebalance the coordination and cooperation of academic power and administrative power.In chapter five, a concise summary of the whole thesis is given.
