The rural education as an important part of our socialist new rural construction,plays a fundamental, pioneering and global role in the course of building theharmonious socialist society. Education is the root of society, teacher is the root ofeducation. The construction of rural teachers is the key to the development of ruraleducation, solve the problem of rural teachers is the key to rural education. After thefounding of the People’s Republic of China, the supplement of rural teachers from twoaspects, graduates of normal universities and private teachers. The rural teachers staybasic stable, teaching level improve gradually, there is little wage gap between officialand private teacher, rural teachers are relatively stable. Since the1990s, with theexpansion of compulsory education and the deepening of the reform of education,normal education system in our country and the teacher recruitment methodsexperience a series of major change. The management system of compulsoryeducation into " county-centered " gradually,the management of teacher preparationcarry out gradually. The original rural education legacy and the deepening ofeducation reform lead to rural teachers’ positions for college graduates increasinglyless attractive, the excellent talents flow to the rural difficultly, the supplementchannels of`rural teachers become narrow, exit mechanism is not enough.In the21st century, the social factors make the rural education increasinglyterrible, for instance, the widening gap between urban and rural areas, adjustment ofindustrial structure, reduce of the rural population, formers go out to work in city.Normal universities comprehensive development, normal students quality decline,rural teachers added difficultly, rural teachers flow make the rural teachers go frombad to worse. Rural teachers are aging, imbalance in the structure of teachers,structural vacancy, serious shortage of rural teachers, teachers’ team is not stable,there is little music, sports and art teachers. The problem of rural teachers is not onlyattaches great importance to education research group, but also gets the social from allwalks of life continue to focus on, is in need of improved gradually and resolution.In order to reinforce the construction of rural teachers, innovate the complementary mechanism of rural teacher, promote the balanced development of thecompulsory education, in2006, Ministry of Education, Ministry of Finance, Ministryof Human Resources and Social Security, and the Commission Office for PublicSector Reform of People’s Republic of China enacted a joint program Special PostPlan,(SPP).7years, SPP has injected new vitality for rural compulsory education stageof our country, solve the problem of county teachers in the local greatly, improve theoverall configuration of rural teachers effectively, optimization of the rural teachers’age structure, education structure and subject structure, has played a great role inpromoting establish the openness, equality, competition and merit of the rural teacherssupplement.Constrained by the reality environment, especially the development of economicconditions and current situation of basic education in local, PPS also encounteredmany difficulties in the implementation, caused some problems, PPS become thefocus of all parties. Therefore, take example by the domestic and foreign relevantexperience, investigate the implementation of PPS, find out problems, analyze thecauses of the problem, put forward the corresponding suggestion, enhance the theorysupport of PPS further, expand and further improve the theory of the rural teacherssupplement mechanism. At the same time, promote the PPS scientific and implementsmoothly in local. In the process of research mainly use the literature method,interview investigation method and field research method.Through combing the literature, field investigate, first of all, outlines thebackground of PPS’s implementation in S county, introduces basic social andeconomic situation, compulsory education and the current troubles of compulsoryeducation particular. Secondly, from two aspects introduces the implementation of thePPS in S county, On the one hand, summarizes the implementation PPS, On the otherhand, from the salary and social security, implementation, education teaching work,daily life, pre-service and in-service training and teachers team stability six aspectssummarizes the problems of PPS’s implementation in S county.Again, examinesthe causes of problems from internal factors and external environment. Finally basedon reason, put forward some suggests, for instance, higher wages, carry out social security, regulate content of policy, refine execution, develops continuing educationsystem, increase education investment to improve working and living environment,reform teachers management mode, strengthen the humanistic care and explore theswap system and so on.
