Currently, the balanced development of education is a major issueof educational theory and practice, elite group of schools is an important practicebalanced development of education. In this study, Qingyang District, according to thestatus of elite development group to Chengdu A high school (Eastern) to sample,analyze and eliminate from the elite group research strategy development indisadvantaged schools are facing changes in constraints impede change, to exploregroup transformation of educational development in disadvantaged schools for thenew school quality basic ideas and strategies, and then provide a reference for thewestern areas of the city high schools balanced development.This article discusses four chapters to change schools vulnerable groupdevelopment in the school:Preface outlines the background balanced development of education, the realityof the school based on the analysis of the Group, to clarify the advantages of groupdevelopment by promoting changes in the development of disadvantaged schools,disadvantaged schools to form the driving force behind creating a new qualityschools.
