The Nineteenth Congress of the Communist Party of China clearly defined the strategy of rejuvenating the country by giving priority to the development of education,and the establishment of education by social forces will enter a new stage of development.In order to seize the opportunity,accelerate the development,win the hard battle of the deep-seated reform of higher education and make greater contributions to the country and society,independent colleges must build an excellent middle-level cadre team and enhance the competence of cadres,which has a high strategic significance for their colleges and even for the whole higher education.XZ School is an independent college in Shaanxi Province.After more than ten years development,it has made some achievements.However,compared with several similar colleges established in the same period in Shaanxi Province,the development speed is relatively slow.This is closely related to the lack of competence of middle-level cadres in schools.For a long time,the competency of middle-level cadres in schools has not been paid enough attention.The competency level of cadres can not meet the needs of school development and post competency requirements,which seriously restricts the speed of school development and the realization of various strategic objectives.Influenced by such factors as shortage of funds for running schools,lack of crisis awareness,limited management level and insufficient support from senior managers,there are many problems in the current work of enhancing competency,such as monotonous ways of upgrading,insufficient funds for related activities,short-term measures for upgrading,lack of competency promotion system,etc.In view of the current problems,this study constructs a professional,institutionalized and normalized competency enhancement system for middle-level cadres in XZ schools by using literature research,questionnaire survey,behavioral event interview and empirical analysis.The system consists of four parts: central goal,cadre competency model,promotion path and policy system guarantee.Among them,the competency model includes 18 competency characteristics,including professional ethics,professional and technical competence and academic competence,political literacy,cognitive ability,executive ability,team building and management ability,communication ability,organization and coordination ability,learningability,innovation ability,interpersonal relationship ability,etc.The model consists of two dimensions.One is to divide cadres' competence into basic competence,important competence and core competence.Secondly,in terms of urgency,the cadres' competence should be divided into competency that needs to be improved urgently and competency that needs to be improved.In order to ensure the implementation of relevant ideas,schools should dredge the path of improving the competency of cadres themselves from institutions to departments,and constantly improve the relevant organizational management,policy and system,personnel support,financial support and logistical support,so as to scientifically divide the work among schools,departments and cadres at the three organizational levels,perform their respective duties,cooperate closely and break through barriers.Ensuring the smooth operation of the path to enhance competency.
