The curriculum criterion first changed from teaching syllabus. The Ministry ofEducation constituted and distributed the standard of Ideological and Moral Course ofCompulsory Education (experimental manuscript) in2003. It really showed itseducational value then. However, certain limitations would be found in many aspectswith the development of time and society. So, in the new curriculum revolution, theMinistry of Education revised the experimental manuscript and issued the standard ofIdeological and Moral Course of Compulsory Education (2011). The author of thispaper intends to illustrate the changes of the contents in2011version and analyze thefactors that influenced the changes and value.The issue of2011version proved fully that it s appropriate to the occasion, that is,curriculum criterion is not only essential to the development of social politics,economics and culture, but also an essential option to educational development.Furthermore, the reform of curriculum criterion reflects its contribution to thedevelopment of educational theory and practical instructional value to ideological andmoral education.
