With the curriculum standard of ideological and moral course proposed in the year of 2014, how to implement the curriculum standard and improve the teaching effectiveness has become one of the important subjects in front of the ideological and moral teachers. Practices had improved that moral education is the chiefly education,ideological and moral course is the main position of moral education and the core content of middle school moral education curriculum system in our country. It can cultivate the world views, the outlook on life, the values and the morals of junior high school students. However, across the author researched, part of the ideological and moral teachers did not profound study the new curriculum standard, which made teaching produced ineffective phenomenon. Therefore, the topic researching is urgent to carried out.The first part of the paper mainly introduces the topic background, the purpose and the significance, then the author sums up the overseas research and the studies about teachers’ teaching effectiveness, and make analysis and evaluation of them.The second part is mainly to explain the related concepts, the theoretical basis and the practical significance of ideological and moral teachers’ teaching effectiveness. The theoretical basis included constructivism learning theory, multiple intelligence theory and the theory of the zone of proximal development.The content of the third part is the status analysis about the teachers and students of the junior high school in Shangcheng, Henan. The current situation included the teaching characters of the ideology and moral teachers and the learning situation of students. The results show that students pay no attention to the ideological and moral course and seldom take the initiative to participate in learning. The results also show that teachers are short of the clear cognition of the ideological and moral curriculum standard and the consciousness of cultivate student’s practical ability, also, the classroom atmosphere that they build is relatively rigid. In addition, Ideological and moral teachers didn’t cultivate the good moral character, the health psychological and the deeply understanding of the legal and national conditions of students. We can draw a conclusion that the teaching is inefficiency.The fourth part introduces the manifestation of the ideological and moral teachers’ inefficiency teaching, then analyzes its reasons. The pattern of manifestation including the goal of training, the explain and summary of knowledge, the dispose with assignment and the evaluation of teaching, the main influence factors including theteachers’ older education idea, the weak professionalism, the fuzzy objective and the low social status, as well as the students’ learning achievement and disciplines of the way of examination and etc.
