Sticking to the principle of school-enterprise cooperation and work-studycombination is the basic requirement for secondary vocational education’s personneltraining mode and its construction and development. The premise of school-enterprisecooperation and work-study combination depends on the relative matching trainingbase. Therefore, it is a key topic how to construct a training base for school-enterprisecooperation and work-study combination. Secondary vocational education under neweconomic pattern is expected to take a mode of being open, multivariate integrationand a combination of production and education. Secondary vocational education issupposed to develop in a way in which instruction is carried out multivariantly,synthetically and socially. The training base with a background of work-study is aneffective way to improve professional training and technical talents with a win-winresult. A match of what the students are learning with the need of enterprise, as wellas an overall development of theory, practice, high education pursuit and employment,knowledge learning, career-planning leads to a development of vocational educationand a great employment prospect for the students.This paper aims to discuss the problems as to the insufficiency of governmentdominance, defective tightness of school-enterprise cooperation, the lack ofstandardization in base construction, lacking of teacher training based on the study ofthe training base of Qinhuangdao Secondary Vocational School. By analysis, thepaper concludes that a health development of secondary vocational education is aresult of enforcement of government’s planning and coordination function,optimization of school-enterprise resource and cooperation, reinforcement ofcorporate responsibility and launching of social training and service. The in stitutionalbuilding of vocational education training base and the training of double-role teacherswill contribute highly to the healthy development of secondary vocational education.
