With the rapid economic development and the accelerated pace of urbanizationof Taizhou, A variety of construction land is increasing, In order to effectivelypromote the economic development of Taizhou, A large number of agriculture landhas been assessed, So generating a lot of landess farmers due to their land has bennassessed. The farmer for their own reasons, Such as the low vocational skills, the lowcultuer quality and the weak ideology,and so on. And the government policies are notin pleace,and orther reasons. Causing a situation that a large number of landlessfarmers’ life without security and employment are not way.seriously damaged thefarmers’ own interests, Affecting the social stability,So, a large number of landlessfarmers’ livelihood security problems must be resolved.In this paper, mainly household sample survy through the part counties ofTaizhou, mainly investigeting the insurance situation of the landless farmers, thesituation of farmers’ basic livelihood security, and the exisiting problems during thelandless farmers’ basic livelihood guarantee. Basing on the principle of compensationfor land acquisition and the basic theories of social security, Analysising the needs ofthe landless farmers for the basis subsistence, and exploring the necessity of buildingland acquistion and protection system. And based on the security status and theexisting problems, put forwars some policies. In oeder to contribute to effectivelycarry out and smooth implementation of the basic livelihood security of landlessfarmers in Taizhou, Promoteg the improvement of farmers’ living standards, Protectthe legitimate rights and interests of he landless farmers.
