In recent years, with the rapid economic development, China has allowed28cities todevelop the metro project. There are also several cities, such as Jinan, Yichang, are activelypreparing to build. Many cities have entered the height of metro construction. Guangzhou, theplanning of the future metro development, also actively participates in the wave of metroconstruction. But with the begin of the large-scale metro construction, Guangzhou Metrocurrently adopts the monopoly of the State-owned and operated supply mode. Which caused notonly enormous pressure on the financial but also the inefficiencies in the metro operation. Thistraditional single mode of government investment can not meet the requirements of rapid andhealthy development of the Guangzhou metro construction very well. That is the bottleneckwhich restricts the development of the Guangzhou Metro. Under the new situation, to attract theprivate sector to cooperate in the metro project becomes a development trend.Firstly, the paper starts from the quasi public goods characteristics of the metro, describesthe advantages of metro, has a strong positive externalities. It also has the shortcomings, such aslarge demand for funds, long construction period. Then analyses the possibility of private sectorparticipation. And analyses and compare the way of three representative cities, Beijing, HongKong and London metro supply mode, as well as combine the problem of Guangzhou Metrosupply mode. Put forward that PPP can be used on the supply of Guangzhou Metro. PPP can beused in the construction and operation. Finally, put forward some suggestions for GuangzhouMetro.
