Research On Endowment Insurance Of Migrant Workers In Construction Industry

In the rapid development of industrialization and urbanization,a large number of migrant workers move from rural areas into cities,distributing in various industries and fields,both in Shanxi and in China.At present,the construction industry is the relatively concentrated areas,and migrant workers in construction of migrant workers is an important part of migrant workers.Problems of construction rural migrant workers endowment insurance is the important academic circles and government departments concerned.It is a matter of existence and development of migrant workers,about local social stability,and a major influence on national strategy of urbanization and urbanization of rural migrant workers.In the introduction part,the paper introduces the research background and purpose,focusing on combing the domestic related research dynamic about construction of endowment insurance of migrant workers.Literature method,survey method and interview method are the paper's main research methods.In the first chapter,the paper analyzes the construction of rural migrant workers endowment insurance related concepts and theoretical basis.Among them,the endowment insurance of migrant workers,construction workers,retirement benefits,construction enterprises are the main concept.Market failure,responsible government,risk society are the important theoretical references in this paper.In the second chapter,this paper analyzes the significance of construction of rural migrant workers endowment insurance.It is to improve the endowment insurance coverage,to meet the aging challenge needs;it is the need of the rights and interests of migrant workers themselves;it is the guarantee the needs of the development of political,economic,and social stability.According to the survey,currently,Lvliang city endowment insurance of migrant workers in construction industry has these problems:the actual rate is low;enterprise ginseng protect enthusiasm is not high;the problem of insufficient government regulation ability.In the third chapter,the thesis from three aspects:the workers themselves,construction enterprises and the government to analyze the the obstacles of construction enterprise endowment insurance participation.The reasons are:to the migrant workers themselves,inadequate understanding;Liquidity;Low level of income;to the reasons of the construction enterprise:labor market chaos;to avoid social responsibility;its poor stability;funding pressure;to the government aspect,as a whole level is low;artificial barriers;the restriction of the hukou system and other related systems.In the fourth chapter,the thesis mainly from the government angle,puts forward the countermeasures and suggestions to promote the construction of rural migrant workers endowment insurance.Firstly,the government leads,perfecting the endowment insurance policy,including the classified promoting migrant workers to participate in old-age insurance;build system of rural migrant workers endowment insurance with IC card;and strengthen labor insurance fund collection,management and distribution.Secondly,the overall reform in sense,publicity,funding and form a complete set of the related system to follow up,including to strengthen sense of responsibility,strengthen the policy advocacy of construction enterprises and migrant workers;play a role of financial regulation and the palm,and reform the household registration,land and related system.
