| Human resource is the key of the development of the productive forces. It is the wealthyand the road to power. At this stage the main work of the communist party of China and thenational are rural farmers and migrant workers problem, so vigorously develop the ruralhuman resources of our country is one of the most critical and essential link. Inimplementing the socialist new rural construction in the process of developing rural humanresources, cultivate new farmers is an important strategic move. A huge amount of humanresources in rural areas in China have low quality, and this situation has become a hugebottleneck in building new socialist countryside and agricultural modernization.
