At present, China is in the stage of economic transformation, the State encourages thedevelopment of high-tech industry the regional foreign regional economic clusterdevelopment success stories to follow suit. Faced with the development of high-techindustrial clusters should not blindly launched and to recognize the high-tech industrycluster is the main driving force in the development of elements of their interactionmechanism, scientific formulation of development strategies.Firstly, from the point of view of the system on the high-tech industry cluster in-depthstudy of the internal division of the high-tech industry cluster system as the mainsubsystem environment subsystems and resource subsystem. The interaction between thevarious subsystems showed the co-evolution of features: bidirectional causality, multiplenested, non-linear and positive feed back. The high-tech industry cluster system dynamicfactors, including cost savings, the ability to accept new elements, external competition inthe market, competition and cooperation among enterprises, innovation and governmentregulation. The high degree of similarity of the cluster of high-tech industry and theecosystem, the co-evolution of the high-tech industry cluster system dynamic model isconstructed based on Logistic equation, and Net logo platform of the model line four setsof simulation experiments. Comparative analysis and the results of the four groups ofexperimentalCompetition and cooperation among enterprises, cost savings and innovation as wellas part of the external market competitiveness play a most important role in thedevelopment of the system, system evolution of the source for the part of marketcompetition and the ability to accept new elements of the entire system development play asupporting role. The resource subsystem restricts the development of the system as a whole,cost savings, external market competitiveness, innovation and the ability to accept newelements dynamic factors play a role in the protection, is a prerequisite of high-techindustry cluster evolution. Finally, to provide recommendations for government coordination role in the normal play.
