As a unique ethnic areas, Tibet’s social and economic development has its uniqueness. On the one hand, region keeps typical traditional agriculture. On the other hand, there emerge new characteristics of Tibet’s industrial structure in the support of relevant state policies. Specifically manifested in the rapid development of the secondary and tertiary industries, but the participation rate of the local labor force in these industries is low. Especially in the rural labor force is still concentrated in traditional agriculture, with the increasingly tiny role of agriculture in economic development, the local labor idle problem is increasingly prominent. These idle labor not only not conducive to the improvement of the income of peasants but also will become social instability. How to achieve the smooth transfer of rural surplus labor force and how to promote the employment of local labor become a major issue of government and academia. This Paper take the economic intensive areas of "one river and three rivers" for example. Analysis this area’s rural surplus labor force status on the base of the context of the evolution of industrial structure and population growth. Take the industrial employment elasticity to explore industrial development in Tibet in labor absorptive capacity. As the core in order to promote the employment of local labor, explore the direction of industrial restructuring of Tibet by the Analysis of degree of deviation of the industrial structure and leading industry selection method. Propose Industry Choice based on the promotion of the local labor’transformation.The paper is divided into four parts, the first part introduces foreign labor to the local flow mechanism and its impact on Tibet’s economic and social. The second part describes the local labor force growth, employment status and employment acts, point out the truth of the faster growth of local labor, corporate employees, the low localization rate. The third section describes the policy of expansion of the local labor force employment based on industrial restructuring, analysis the relations between the industrial structure and employment structure through the calculation of the structure deviate and the employment elasticity. The fourth section describes the industrial development direction of "one river and three rivers" based on the local labor force. By the improved location quotients, we select a first leading industry and a second leading industries for regional development.We get the following conclusions by the analysis of the four parts of the contents of this article. First, the current regional local labor grow fast, but the employees localization rate is low, only53.37%, foreign labor accounted for a larger portion of the jobs. Second, Tibet’s industrial structure and employment structure development is extremely unbalanced, the proportion of primary industry is low, but accommodate a large number of surplus labor, it’s urgent to need to carry out the transfer, the development of the secondary industry is still relatively weak, the proportion of labor force is increasing slowly, the development of the tertiary industry is strong and the proportion of labor force is bigger and bigger. Third, the third industrial is strongest in the employment elasticity of the three industries, followed by the second industry, he first industry still has a weak capacity to absorb. Fourth, by considering the contribution of the industry for the economic and employment, we selected seven first leading industries and six second leading industries. The seven first leading industries are tourism, black metal mining industry, non-ferrous metal mining industry, non-metallic mineral products industry, beverage manufacturing, pharmaceutical manufacturing, electricity, heat production and supply industry.
