Case Study On Innovating Of Low Rent Housing Construction Of "Bashan New Housing" In Bazhong City Of Sichuan Province

From the strategic height, the Party Central Committee and the State Council have promulgated NO.1 Documents based on "agriculture, rural areas and farmers" for 11 consecutive years in the new century, which has illustrated the priority status of the problem of "agriculture, rural areas and farmers" in the socialistic modernization of China. The NO.1 Document in 2015 has required we must advance the socialist new-village construction persistently, and make countryside be farmers beautiful home to live and work in peace and contentment.How to solve the problem of the villagers’ housing effectively- whose economy are most difficult and houses are most dangerous- is not only the premise condition of the rural becoming a better home, but also the promotion on rural poverty alleviation work at present. Since 2011, Bazhong has drawn lessons from low-rent housing pattern in cities, innovated thought of reconstructing the dangerous houses in rural areas,established the system of low-rent housing in the countryside, which has changed a part of extremely poor farmers’ production and living features effectively.From the construction of Bazhong rural low-rent housing, this paper explores beneficial experiences to solve the housing problem of rural poverty population, on the background of national new rural construction, and urban-rural integration. This paper uses public decision-making theory, security housings’ supply and distribution theory,analyze rural low-rent housing respectively for its’ construction decision-making, supply,distribution, and explore rural low-rent housing’s policy orientation, operation methods and successful experiences, aiming at providing a new enlightenment and experience for rural low-rent housing’s popularization in Sichuan province and even the whole country.There are eight chapters in this paper in all. The first chapter mainly trims the related theories, summarizes the existing literature, and select the research methods according to the research need. The second chapter reviews the history, current situation,achievements and existing predicament of low-rent housing construction in China, and analyzes the representativeness of Bazhong rural low-rent housings’ construction. The third chapter introduces the background, decision-making process, main measures and achievements, etc of Bazhong rural low-rent housings’ construction in detail. The fourth chapter to the sixth chapter mainly analyze the decision-making process, resourcesupply and housing allocation of Bazhong rural low-rent housings’ construction, and compared the related factors of urban and rural low-rent housings’ construction. The seventh chapter extracted implications of Bazhong rural low-rent housings’ construction.The last part is the sum and prospect.
