Indemnificatory housing is a macroeconomic regulation which our countryproposed tocontrol housing price and solve housing problem for people.This paper discusses the problems of indemnificatory housing in Guangzhou andanalyzes the vacancy by indemnificatory housing’s background and history study, researching,and linear regression model analysis. Finally put forward countermeasures and suggestions tosolve these problems.First, this paper analyzes the development history and the2006~2013’s constructionsituation of Guangzhou’s four types of indemnificatory housing, and found thatindemnificatory housing’sbuilding went through five periods. They are rebate housingconstruction period, infancyperiod, stagnation period, exploration period and the great leapforward period. From2006to2011, the amount of indemnificatory housing is going up;7thousand sets in2006and85thousand sets in2011. From2011till now, the amount is goingdown. After2010, percentage of public rental housing is going up year by year, up to77%by2012.Then, According to literatures at home and abroad, this paper regard the calculationmethod of vacancy is the ratio of vacant housing units to total units in a community. Bystatisticanalysis to the research data, this paper find that the vacancy of price-limit housingand affordable housing is high, it accounts6.07%and4.06%; Luogang district is highest, upto6.38%. This paper analyzes how factors affect the indemnificatory housing vacancy bylinear regression model, such as distant to CBD, distant to subway stations, bus lines around,density of shops and allocate time, population density, the distant to subway stations is mostinfluential in these factors. As a result, this paper find the problems of indemnificatoryhousing, vacancies of different kinds of indemnificatory housingvarya lot and vacancies ofdifferent district also. This paper also analyzes problems of affordable housing, price-limitroom and low-rent housing, such as location inappropriate, lack of quality supervision,unsound access system. According to these problems, this paper gives reasons. At last, based on analysis of problems of indemnificatory housing in Guangzhou, thispaper suggest that first optimize the structure of public housing system, build low-renthousing and public rental housing, stop building price-limit housing and affordablehousing;secondgovernment should lead the behaviors of real estate developers to standard;third establish strict access system.
