Suzhou Pioneered Index System Modernization Basic Implementation

"Basic realization of modernization" is one of the important targets put forwardexplicitly in China. Suzhou in Jiangsu province is taken as a typical case by the paper,by the research and analysis of related theories about modernization and modernizationindex system overseas, index system of some developed provinces and cities basicallyrealizing modernization is thoroughly explored in this paper. Combining the existingsituation of index systems of economy and society in Suzhou city, the level ofrealization of basically realizing modernization at present in Suzhou is evaluated andanalyzed scientifically, and then the strategic expectations of goal system of taking thelead in achieving modernization in Suzhou is contrived, implementation strategies andsuggestions which index system of basically realizing modernization is used for futuredevelopment in Suzhou is put forward in this paper.The logic system in cumulative progression is adopted in the structurearrangement of this paper, which is divided into six chapters. In the first chapter, firstlysomething about the "basic realization of modernization" and the research backgroundof modernization index system are introduced; related concepts, theoretical basis, ideasand methods discussed briefly, and related theory about modernization at home anddomestic and practice of the research summed up briefly. In the second chapter, thesituation of economic and social development of Suzhou is mainly discussed, Suzhouhas made great achievements in economic and social development since30years ofreform and opening up; the main economic development index takes the lead in thecountry. So for the research of taking the lead in achieving modernization goal, Suzhouwhich is being in the key period of the development is chose as a typical case, which isnot only the urgent request of Suzhou seizing the strategic opportunity period, but alsothe only road for advancing scientific development in the new starting point. In the thirdchapter, research situation of f modernization index system abroad is discussed from thepoint of the qualitative standard and quantitative standard, evaluation index system ofbasic realization of modernization in Jiangsu province, Zhejiang province, Guangdongprovince and Beijing are introduced respectively, and then the reference standard which constructs the index system of basically realizing modernization in Suzhou is obtained.In the fourth chapter, the overall thoughts and design principle of constructing the indexsystem of basically realizing modernization in Suzhou is discussed in detail, fiveindexes of constructing the index system of basically realizing modernization in Suzhouis put forward: economic development, scientific and technological innovation, socialprogress and quality of people’s livelihood, sustainable development, and arediscomposed in detail. In the fifth chapter, the evaluation standard of index system ofSuzhou taking the lead in realizing modernization is expounded, the concept of "Suzhouindex" is introduced, and based on this, six suggestion for the future development ofSuzhou are put forward: the scientific development concept is firmly established,formation of main pattern based on service economy speeded up, acceptance andhappiness of people to modernization improved, a new round of optimized developmentof city proceeded, and new advantages of the open economy created, system andmechanism innovation accelerated.
