The Analysis Of Ways Between South Shaanxi's Water Environment And Economic Coordinated Development

South Shaanxi Province is a natural geography-closed area with a fragile ecology environment, which has a strong desire for economic development to local government because of the underdevelopment. However, long-term unreasonable development leads to huge pressure on local water environment. Meanwhile, this area is a significant water source site which plays an important region water supply and in guaranteeing water quality. Therefore, searching for better ways for environment-economy coordinate development seems to be an outstanding issue.This paper uses the Environmental Kuznets Curve for studying the relationship between water environment and economy development of South Shaanxi, selects the environmental indicators (industrial waste water emissions, fertilizer pollution emissions) and per ca-pita GDP data from 2001 to 2014 for analysis, result of regression model shows the relation between water environment and economic development, and current condition is on the rising half.Based on the theory of sustainable development and theory of public goods, analysis result shows dominant and recessive factors that affect this relationship, including the industrial structure, rules and regulations, management system and environmental awareness, and further proposes Countermeasures recommendations. By adjusting the industrial structure, developing circular agriculture, tourism, culture and other green industry, formulating environmental pollution punishment mechanism, improving government management, building ecological government, raising public awareness of environmental protection to crack the dilemma between the water Source protection and economic development in South Shaanxi, and through these ways to achieve coordinated water in protection and economic development of South Shaanxi, as well as mutual benefit and sustainable development.
