Comparing with some developed countries, that innovation capacity inChina appears to be a weak point hampers our overall upgrades in the aspects of internationalcompetitiveness.Thirty years of reform and opening up, the economic development of Henan province veryfruitful, the comprehensive economic strength has been significantly improved, the Henan people’s qualityof life has improved significantly, Henan Province in China’s position has been improved. Especially inrecent years, the Central Plains Economic Area up to the national strategic level, provides a goldenopportunity for the development of Henan Province, Henan province’s economic growth rate has beensignificantly speed up. But, however the high growth of Henan province are mostly rely on the basis ofenergy consumption to support, innovation, knowledge creation, innovation, enterprise creation inknowledge acquisition and other aspects of the domestic advanced provinces and cities compared, or thereis a big gap, which indicates that, Henan province high growth is not to rely on to make technologyinnovation advanced Henan Province, therefore, the innovation ability is a problem in the future economicdevelopment in Henan province.At present, Henan province is in an important period of the construction of the economic zone ofHenan Province, to accelerate industrial upgrading, economic restructuring and development pace, Henanprovince " The Twelfth Five-Year " planning outline clear, accelerate the transformation of economicdevelopment mode, the scientific and technological progress and innovation as an important support, promote economic by material resource consumption to the innovation-driven change, shift from extensiveto intensive. At the same time, will also strengthen the construction of independent innovation system,improve the capability of independent innovation, vigorously develop the innovation of Henan Province,the degree of importance attached to the regional innovation.Located in the mid-east region of China, Henan province lays in the middle and lower reaches ofthe Yellow River. It stands in the main functional area of Central Plains economic region, taking a greatimportance in the economic development of this region. During the recent years, its regional innovationcapacity has hardly grown, still staying in the middle and lower part of the ranking list. By taking Regionalinnovation capacity of the prefecture-level cities in Henan Province as research object, mainly involvingsome theories of Regional economy, economic geography, science and technology innovation, knowledgeinnovation, network innovation, and cooperative innovation, this paper aims at setting up a comprehensiveevaluation index system of regional innovation capacity here on the basis of a large number ofinvestigation and previous related research achievements. According to every assessment criteria in theevaluation index system, after inspecting its Statistical Yearbook and collecting a series of indicators ofregional innovation capacity in2006and2011in the18cities of Henan Province, I, with theapplication of Entropy Evaluation method, Entropy Weigh method and clustering analysis, will finallycalculate the score results of the comprehensive evaluation of regional innovation capacity in its18prefectures and cities in2006and2011. The analysis results show that:(1) around the city of HenanProvince, innovation ability distribution is uneven, and the gap is widening. Through2006and2011inHenan Province, comprehensive comparison of innovation ability, found in most parts of Henan province’sinnovation ability is improved, the variance analysis through2006and2011on the innovation abilitycomprehensive value, found that regional innovation capacity of Henan province the regional gap iswidening, strengthen the coordinated development of the innovation ability of Henan Province, regionaldisparity pull big problems to solve.(2) analysis of knowledge creation, knowledge acquisition, businesscreation, innovation environment and innovation performance point of view, the south, east area is the weaklink in our province the region innovation ability, need to strengthen the relevant departments in the work.(3) for Henan Province, a major general index is divided into power, efficiency and potential index, thispaper will be divided into three types of indexes in Henan province are analyzed, trying to understand the regional innovation ability of cities under the jurisdiction of Henan province from different angles,especially provides a reference potential and efficiency index for each province cities in the futureinnovation ability promotion, the results can be seen, the strength of strong regional, innovation efficiency,innovation potential will change. In2006Zhengzhou city innovation potential ranked first in2011, rankingfifth innovation potential. That with the passage of time, because of the government policy, regionalenterprise development and other reasons, regional innovation potential will change. That will be helpfulfor the comprehensive coordination of its overall development, its economic booming, which will createbest conditions for the soaring of the Central Plains Economic Zone.
