In recent years, the indemnificatory housing construction has been evolving veryfast, but due to the huge indemnificatory housing construction funds demand, thegovernment finance is difficult to effectively support, this situation makes the hugecontradiction between capital requirements the limited financial support is veryoutstanding, form the bottleneck of the construction of indemnificatory housing in ourcountry. Innovative financing channels, make full use of social capital, is the new taskfor the sustainable development of indemnificatory housing construction in China.Starting in2010, Chongqing and other cities begin to try to use BT financing model forthe indemnificatory housing construction. However, due to the application of BTfinancing model in China is very short and the technical and economic characteristics ofthe indemnificatory housing BT project, determine the uncertain risk factors exist in theconstruction of indemnificatory housing BT project. This paper will use BT financingmodel to realize the sustainable of indemnificatory housing in chongqing constructionrisk identification and risk early warning system research, this is the application of BTfinancing model of the indemnificatory housing in chongqing, so as to achievesustainable construction using systematic early warning research, it is an exploration toensure the indemnificatory housing in chongqing application of BT financing model forsustainable construction,and it is also has very important theoretical significance andpractical value.This paper will Standing in the perspective of government, based on theconstruction of the indemnificatory housing in Chongqing, analyse, identification andearly warning the application of BT financing model risks for sustainable constructionof indemnificatory housing.First,the paper summarized the indemnificatory housingdevelopment of BT financing model and the existing problems,then,by introducing therisk management theory, risk early warning theory, established the risk space of thesustainable construction of indemnificatory housing BT financing model inChongqing,and use the analytic hierarchy process of risk identification; Build the earlywarning index system of the sustainable construction of indemnificatory housing BTfinancing model, established the early warning alert degree level, the warning limit;Finally, based on the theory of extenics,the paper set up the risk early warning modeland risk warning system of the indemnificatory housing BT financing model,and use this model to early warning the risk of ustainable construction of indemnificatoryhousing BT financing model in Chongqing,and according to the early warningresults,this paper put forward some policy recommendations. Finally based onaffordable housing BT financing risk identification, risk early warning index system andearly-warning model on the basis of using the Visual Basic6.0development ofaffordable housing of BT financing model risk early warning management(HPQREWMS), computer aided system of affordable housing through the computeraided system of BT financing model alert to make a quick and efficient early warning.This paper is based on the2011chongqing social sciences planning project” Thesustainable construction of the indemnificatory housing in chongqing of BT financinginnovation and risk control theory research”(number:2011YBGL112).
