The Research On Comprehensive Risk Management Of International Hydropower EPC Project

Along with the reinforcement of economic globalization day by day, more and more Chinese engineering enterprise go abroad to join international project contracting market. Compared with domestic engineering, international engineering always have a huge contract, long project cycle, complex management environment, which make the international project in a high risk. EPC is the main contract mode in international project market, and in this mode, the owner does not participate in specific project management, general contractor need to take on more responsibility. For our engineering company, comprehensive risk management is the key to enterprise to remain competitive in the international market, it has important practical significance. Therefore, it is necessary to conduct a research on comprehensive risk management from EPC contractors’point of view.This article’s main research object is comprehensive risk management of EPC international engineering. First introduced the definition and characteristics of risk, then elaborated the theory of project risk management, illustrates the main elements of the project risk management. In the base of project risk management theory, comprehensive risk management theory is submitted, and the difference from comprehensive risk management and traditional risk management is pointed out.Combined with the features of EPC international projects, a comprehensive analysis of risk factors is finished from the angle of Omni-directional and the full cycle in chapter III. Comprehensive risk management system of EPC international projects is built follow the steps of targeting, implementation planning, organizational structure, risk analysis, construction of internal control, culture, information, communication, monitoring and improvement in the fourth chapter. The fifth chapter finished an empirical study of EPC international hydropower project, it did risk identification and risk analysis according to the theory of comprehensive risk management, used AHP to complete risk grade evaluation, and then developed the appropriate risk response strategies.Using comprehensive risk management in EPC international projects and implementing the risk management of full cycle, all risk, omni-directional and full organizational measures can do a effective risk control, guarantee the achievement of project goals.
