Research On The Impact Of The Differences In Financial Ecological Environment To The Effectiveness Of Collective Forest Right System Reform

As pilot projects launched in Fujian, Jiangxi, Liaoning and Zhejiang Province in2003,the reform of the collective forest right system has been comprehensively promoted on anationwide scale since2008. Although many provinces have completed the main tasks of thereform of collective forest right system, the effectiveness of the reformation is divergent indifferent areas. This paper argues that the difference of local financial ecological environmentis the essential cause of the reform effectiveness. To prove the hypothesis, the paper startedon the following process.The first chapter introduces the background of collective forest right system reform andfinancial ecological environment, illustrate the research’s goal and significance. Straightenout relevant literatures function from home and abroad about collective forest right systemreform benefits, financial ecological environment and the relationship between them. Andstate this article’s research ideas, research methods and possible innovations.The second chapter mainly introduces the relevant concept definition and theoreticalbasis, clarifies the forestry property right, the collective forest right system reform, financialecological environment and other related concepts. States and emphasizes the theoreticalfoundation of this research such as the equity theory, the institutional change theory and theenterprise and finance combination theory.The third chapter mainly reviews the history of the collective forest right system reformand establishes the comprehensive benefit evaluation index system based on the retrospect ofthe reform history of collective forest right system and previous studies, evaluates the overallperformance for the reform of the collective forest right system throughout the whole nationas well as the respective performance for the reform of the collective forest right system indifferent financial ecological environment.The fourth chapter mainly conducts the empirical research on the efficiency of collectiveforest right system reform in different financial ecological environment. Based on the paneldata of30provinces (city, area) from2005to2010, attempt to prove the relationship between the financial ecological environment difference and the economic effectiveness of collectiveforest right system reform via the measurement model, and further analyzes which factors offinancial ecological environment have remarkable impact of the collective forest reform, toexplore the effect mechanism of financial ecological environment difference to impact thecollective forest system reform efficiency accordingly.The last chapter mainly introduces the research conclusions and the research prospects ofthis paper. Through to previous mentioned research, this paper draws the following threeconclusions: Firstly, we must take overall consideration in economy, society and ecologywhen evaluate the effectiveness of the collective forest rights system reform.Secondly, thereform of collective forest rights system and the quality of the financial ecologicalenvironment have positive correlation. Thirdly, the sub-index of financial ecologicalenvironment, such as the government administrative ability, the local economic foundationand development level, the local financial and cultural system also has significant impacts ofthe collective forest right system reform efficiency.
