The implementation of the land paid use, breaking the town land free of charge for a long time, indefinitely, without flow, a single administrative means of transfer system, founded by market means the new system of allocating land resources.In recent years, the country will rise of central China strategy target as a important method to promote the development of the national economic transformation, a series of policies and measures, planning for the central plains economic zone, set up the comprehensive experimental area, Zhengzhou airport economy booster development in Henan. Henan province proposed to explore a not at the expense of agriculture and food, ecology and environment at the expense of the "three" coordination of scientific development, to speed up the development of central Henan province as the main body of the industrialization, urbanization and agricultural modernization as the goal, to plan as a whole, global custom measures, seek development. In this background, the current development degree to the urban land market in Henan province by adopting scientific and reasonable, and according to the calculated results of Henan province and regions targeted reasonable suggestions has extraordinary significance. Based on the degree of the improvement of the urban land market in Henan province as the research object, on the basis of predecessors’ research results, through theoretical analysis and empirical research, this paper discusses the connotation of urban land market to perfect the degree, the quantitative study of the growing degree of the urban land market in Henan province and its regional differences, explore the reasons, find out the countermeasures, for the relevant government departments of Henan province objective of macroeconomic regulation and control policy, coordinated development of urban land market in different regions of the pace, and improve the urban land market in Henan province has important theoretical and realistic significance.This paper will be divided into the following six parts:The first part is the introduction. This paper briefly introduces the selected topic background and significance, research situation at home and abroad, this article research ideas, research methods and possible innovations, etc.;The second part has carried on the system analysis about the present situation of the urban land market in Henan province, including the formation process of the urban land market in Henan province, development features, supply and price changes dynamically, etc.The third part on the basis of predecessors’ research results, probes into the connotation of the perfect degree of the urban land market, build the perfect degree evaluation index system of urban land market, put forward the perfect degree of the evaluation method of urban land market. According to the collected from Henan province city land market transaction data and land price changes, this paper builds evaluation index system and is used to determine the evaluation method of urban land market in Henan province and its municipalities which perfect degree were measured and compared, and the measured results and its regional differences in the system is analyzed. By the calculation, the urban land market in Henan province comprehensive indexes of each index value and the maturity, respectively, the urban land market maturity value is 55.75, the land market configuration index is 65.93, the land supply and demand equilibrium index is 66.12, the price sensitivity index is 23.65, the market competition degree index is 63.59, supporting mechanism perfect index was 12.80. According to this article defined the urban land market maturity evaluation standard, the land market and the various municipalities cities in Henan province basically at the maturity stage, but between different cities, there exist certain differences between the urban land market maturity.The fourth part aimed at the problems existing in the urban land market in Henan province, puts forward the countermeasures and Suggestions to perfect the urban land market in Henan province. The problems existing in the urban land market in Henan province is the marketization degree of configuration is not high, the structure of the urban land supply and demand is not optimal, the urban land price is not reasonable, and the urban land market regulation is not perfect; To put forward the opinion of the advice is to improve the government’s macroeconomic regulation and control of the urban land market mechanism, strengthen the urban land market monitoring and supervision, give full play to the market forces play an essential role in land resources allocation and full development of the urban land market and information technology.The fifth part is conclusion and prospect. System combed the research conclusion of this paper, points out the shortages of this article, and proposed the next research content.
