Research On Safety Problems Of The Marine Aquatic Products Based On Incomplete Information Dynamic Game

With the continuous development of the economy as well as the continuousimprovement of living standards, consumers put forward higher and higher foodquality and safety requirements. The consumption and output of marine aquaticproducts is increasing year by year because its large nutritional value. Especially thesize of the offshore aquaculture is expanding and occupied the main position on theaquatic products market. At the same time, in recent years, China’s marine aquaticsafety issues emerge all the time, such as: excessive drug residues(antibiotics,anti-bacterial drugs, hormones, weight gain, etc.) and excessive heavy metals whenbreeding, the abuse of preservatives and formaldehyde in the transport and storageprocess, unstandardized operation when processing, etc.. Theses caused great distressto people’s body and life. In this situation, we should analyze the behavior of marketparticipants and explore the laws of the game according to the quality and safetycharacteristics of the marine aquatic so that identify the main reason of marine aquaticproduct quality and safety. Besides, we should propose some effective measures toresolve the problem. These have a very important practical significance.In this paper, from the perspective of the whole marine aquatic supply chain andthe relationship between participants, we describe the information asymmetrybetween the participants on the marine aquatic supply chain and explain its causesbased on China present situation of marine aquatic products market and the qualitycharacteristics of aquatic products. Establish the signaling game model to analyzeparticipants’ behavior based on information economics and game theory. We come toa conclusion that the marine aquatic products market in China is in the the poolingequilibrium state. The pooling equilibrium is not ideal, we can use the internationalgeneric HACCP system and the aquatic safety traceability system to solve. Finally,analyze the shortcomings of China’s implementation of the HACCP system and putforward some policy recommendations to government regulators. Through research,we obtain the following results and conclusions:(1) We explain the reason of asymmetric information in participants on themarine aquatic supply chain from the quality characteristics of the the aquatic. Marine aquatic products have the the quality characteristics of seeking goods, experientialgoods and fiduciary goods. Through the analysis of information asymmetry betweenparticipants, we conclude that information asymmetry may lead to producers’ moralhazard and adverse selection.(2) To simplify the main participants in the seafood supply chain as producers,consumers and regulators, then use the signaling game model to simulate and analyzethe behavior of producers and consumers. We conclude that there may be threeequilibrium: separating equilibrium, pooling equilibrium and quasi-separatingequilibrium. The aquatic price information into the model validation analysis, the finalconclusion: marine aquatic products market in China is in a pooling equilibrium state.This state is undesirable and to adopt the traditional government afterwards penaltiessupervision mode is not feasible in this state. Trough taking bass’s selling prices intothe model equilibrium condition, we ultimately conclude that marine aquatic productsmarket in China is under the pooling equilibrium state. This state is undesirable andthe government’s traditional afterwards penalties supervision mode is not feasible inthis state.(3) We can use the HACCP system to solve the pooling equilibrium state of themarine aquatic products market in China. In addition, in order to protect consumers’information right better and regulate the market behavior of aquatic products, theaquatic safety traceability system can be used on the basis of the HACCP system.Besides, China’s implementation of the HACCP system is deficient so the assistanceof government regulators and recommendations is necessary. At last, makerecommendations to the government.
