Reform and opening up30years of practice has proved, accelerating scientific and technological progress and raising the qualities of labor force is to promote the development of social economy of the route one must take. Especially in our country in2001officially became members of the world trade organization, the economic globalization makes market of our country talent is also facing the hitherto unknown competition. Facing the global energy shortage, resource shortage, financial crisis and a series of challenges, therefore, strengthen and perfect the human resources training system, enhance the quality of human resources is the inevitable choice to realize rapid development of economy. First of all, in the background of economic globalization, every business was no longer independent closed individual, instead is the global dynamic, open element, talent resource has become a kind of social public resources are shared, thus make the talent resources become scarce and important. Secondly, the economic globalization has greatly exacerbated by the domestic talent resource market competition. Because the relationship between the survival and development of enterprises are the key factors for talent, only the emphasis on staff training and development, establish and improve the training system, use of efficient management, improve the overall quality of employees, realize comprehensively enhance the core competitiveness of enterprises, the market operation in vary from minute to minute to keep the advantage, thus realizing the enterprise long-term development goals. Once again, the tobacco industry is currently in the system transition and sustainable development of enterprises in the critical period, the tobacco industry to realize the sustained and healthy development, accomplish the advance " cigarette on the level" of task of this one strategy, focus on the need to train a number of excellent ideas, reasonable knowledge structure, business of good quality high skills, marketing talent, give full play to personnel of the huge role. W tobacco companies modeled on modern training theory study of the problems existing in the current corporate training and training system, and and rebuild employee training system for the company, to make it compatible with the strategic development of the tobacco industry, matched with the company’s human resource development planning, organization and implementation of standardized training to improve the quality and effectiveness of training, to further enhance the quality of the staff and the level of operational capacity.The thesis is divided into six parts:the first part is the introduction part, discusses the W tobacco companies human resource training system construction on the background, the development of the industry status quo, the research purpose and significance and main research contents and methods. The second part is the training of human resources, staff training system and correlation theories, including learning theory, human capital theory, training theory and training evaluation theory. The third part is the analysis of the current W tobacco companies in staff training existing problems and their causes. The fourth part is to analyze and construct W tobacco companies staff training system. Will focus on the analysis and solution of W tobacco companies staff training for the new system to the construction, principle and concrete process. The fifth part is the W tobacco companies human resource training system for the implementation of the safeguard measures. The sixth part is the conclusion of this study. This part summarizes the whole research foundation, put forward about W tobacco companies staff training practical measures and conclusion.
