Housing is one of the basic human material needs, which is significant in theprotection of the residents’ basic rights of life and the stability and harmony ofsociety. However, in the rapid development of China’s market economy and theacceleration of urbanization, the unequal distribution of incomes has beenwidening the income gap. It causes the threats to the developing urban housingneeds, especially among low-income families. Most of them are facing with theproblem of inadequate housing affordability. As the times require, the low-renthousing system emerge. Through this system the families which meet thelow-income urban standards are provided with housing at a relatively low price.The Chinese governments try to solve the housing problems of urban low-incomegroups and meet their needs. It’s the core body that implement social securityfunctions in the housing sector. On the opposite, the housing system is not yetfully developed. The imperfect management and negligence in the implementationcause the actual results are inconsistent with the policy design. There are manyproblems such as lack of funds, backward supporting, faulty management andother issues. In third tier cities in the central region as the Wuhu city,the low-renthousing policy was started relatively late. At present, a lot of experience has beensummed up in rapid development, but many problems still exist during theoperation.In this thesis the measures of literature, questionnaire and interview are usedto combines theoretical research and empirical research, quantitative research andqualitative research and integrate the theories of social security, management,economics and other knowledge. First,there is an introduction of low-rent housing policy evolution and main content of the policy. From the points of securityobjects, support methods, sources of housing and funding, the process ofimplementation, the thesis describes Wuhu’s status of implementation of thepolicy in detail. Secondly, according to the survey on the low-rent householders’satisfaction index, the author points out seven defects as late start, lack of publicity,inadequate infrastructure, relative backwardness of community conservation andresidential property maintenance, unimproved mechanism of access, exit andmanagement, unreasonable methods and standards of implementation, unevenlydistributed resources, lack of humane care and so on. Finally, the author putforward the views that the results in the implementation of low-rent housing canbe guaranteed from six aspects as following: raised government awareness andstrengthen the government’s responsibility; sound policies, regulations, rules andnorms on this policy; diversified financing channels and increase the supplyListings; establish the information system and improve housing managementmechanism; reasonable definitions of methods and standards; strengthenedhousing service mechanism.
