The Analysis Of Grain Total Factor Productivity In Henan Province

Henan province is an important commodity grain production base, and it is alsoChina’s grain main production area which has a superior grain production condition.In2011, the total grain yield in Henan province has reached55425thousand tons. Upto2012, grain production in Henan province achieved nine continuous years increase,achieve a great contribution in the food security protection, economic developmentpromoting and farmers income increasing. But in recent years, with the developmentof livestock husbandry and food processing industry, people’s demand for grain isrigid increase, expand the food production has become a top priority to ensure foodsecurity. Grain production has two main ways: the one is to increase input; the secondis to improve the efficiency of grain production.This study analyses the grain production in Henan province from two aspects：theinput-output and production efficiency. Specific methods are:（1）The analysis to theHenan province grain planting area, per unit yield, total yield, cost and profit.（2）Using DEA-Malmquist index method analysis the TFP for grain production efficiency,the calculation is divided into the overall TFP level and the city TFP level.The analysis results show that:（1）after2001, the sown area of grain in Henanprovince showing a stable and on the rise, grain yield per unit area achieve a bigprogress, the grain yield steadily up. In Cost and profits, the increasing agriculturaland service price is due to increased production costs, in2011the increasing yield andhigh sale prices make the grain per acres income growth.（2）As the total factorproductivity,2001—2011the overall level of the Henan grain TFP is on the rise, theregional grain TFP are also on the rise:①From the overall level of the province ofview, TFP of grain production in Henan province have a rising trend. From thedecomposition of TFP, technological progress and technical efficiency greatlyinfluenced TFP, and technology progress has a more obvious influence.②From thecity level,18cities’ TFP is rising. In technical progress index, Luoyang is0.999,which technological progress moving backwards; in the aspects of comprehensivetechnical efficiency, Pingdingshan, Xinxiang,Puyang, Xuchang, Luohe and Nanyang’scomprehensive technical efficiency index are less than1, having a declining state; inthe pure technical efficiency index, the Pingdingshan, Puyang, Xuchang, Luohe andNanyang5cities are less than1, having a declining state; in scale efficiency, Luoyang,Xinxiang, Xuchang, Luohe, Nanyang and Zhumadian6cities’ index less than1,having a declining state.Finally, put forward the countermeasure and suggestion. From the cost and benefits and total factor productivity, the study suggest as these：reduce grain costs toimprove grain production profit；increase the grain production technology progressand technology promotions；encourage the development of intensive food production；speed up the transfer of cultivated land, strengthen the construction of agriculturalproduction base and so on.
