Research On Problems And Countermeasures Of Grain Production And Consumption Structure In Henan Province

In recent years,the No.1 Document of the Central Committee and the State Food Bureau have repeatedly mentioned that the problem of food supply has changed from a lack of total to a structural contradiction.The production structure of grain needs to be further optimized to reduce the low-end and inefficient supply of food,increases effective and the medium and high-end supply,to enhance the matching and adaptability of the supply and demand structure of food products.As a province with large grain production and consumption and a large grain processing province,Henan Province accurately grasps the direction of grain production structure adjustment and is the basis for resolving the imbalance of existing grain production and consumption structure in Henan Province,and the need to ensure national food security.Based on the research on food production and consumption issues at home and abroad,this paper uses the literature analysis method and the research method to study the grain production in Henan Province from 1978 to 2017 based on the theory of consumption structure,demand hierarchy and consumption function.The consumption structure has been systematically studied.The situation of Henan's grain production and consumption structure is divided into four stages.The first stage is the stage in which food production is passively adapted to the rigid demand for food consumption.The second stage is the stage in which the grain production structure is actively adjusted to meet the changing needs of the consumption structure.The third stage is the stage in which the grain production structure actively adapts to the structural demand for food consumption.The fourth stage is the stage in which the grain production structure actively adapts to the functional demand for food consumption.Henan Province has made remarkable achievements in grain production,which is reflected in the substantial increase in grain output,the scientific layout of grain production,the improvement of the factor input mechanism,the increase in income from farmers' grain production,and the increased enthusiasm for grain production.aspect.However,the adjustment of grain production structure in Henan Province lags behind the grain consumption structure.In the long run,it has caused a disconnect between the grain production structure and the grain consumption structure.The supply of high-quality special food is in short supply.The supply of common grain varieties is oversupplied.The varieties of food crops are scattered and the production needs dislocation.The reasons for the imbalance between production and sales are insufficient support for scientific and technological talents,difficulty in forming scale operations,poor processing and circulation mechanisms,and the impact of environmental resources on green food production.In order to promote the upgrading of Henan's grain production structure to the consumption structure,it is necessary to promote the innovation of the grain supply system,optimize the grain planting structure on the basis of ensuring food security,guide the professional production and rational consumption between different uses of grain,and increase the quality of production for farmers.Special food support and guidance.To optimize the production of grain from the source and rationally guide the consumption of grain,we can better promote the coordinated development of Henan's grain production and consumption structure.
