The Research Of Grain Production In Henan Province

People regard food as their prime want, and food safety is a top priority. Grain safety issues concerns a nation’s economy, stability and independence. Our country is an agricultural country with a large population; it always attaches great importance to grain production.In December2013, the Central Economic Work Conference and the Central Rural Work Conference both put grain security above everything in Economic Work. Comprehensively considering the domestic conditions of resources, the grain supply and demand pattern, and changes in international trade, the national grain security strategy should be:to take self-sufficiency as the dominant factor, to guarantee the yield capacity with support of science and technology, while importing appropriately. Self-sufficiency of grain and absolute grain ration security should be ensured. Although China’s grain production increases year after year, we have to face the reality that China’s grain self-sufficiency rate has dropped to90percent by5%, less than the original set of at least95%. Therefore, FAO and OECD, as early as in June2013, jointly issued the Agricultural Outlook2013-2022pointing out "With the rapid economic growth and the constraints of limited resources, China’s grain supply is still a difficult task."We cannot rely on international market; it cannot solve the1.3billion Chinese people’s food issues. Because the world grain market should be only200million tons per year, while China’s annual grain demand will be close to500million tons.In the fifth session of the10th National People’s Congress, Premier Wen Jiabao, during the Henan’s group discussion, said" There always are many problems in economic life, but the tough one may come from agriculture, especially grain production."Therefore, we must make every effort to guarantee the food supply of China’s1.3billion people. Only our country bases its development on food self-sufficiency, can it grasp the opportunity in the transformation of economic development mode, and then to have the full control on economic and social development, so as to ensure the stability and independence.To ensure food security, it is the key to promote grain production. Henan province is famous for core areas of grain production in China and its marketable grain, which makes extraordinary contributions, during the process of "ten-year continuously increasing", to overall foodstuff production of our nation. However, some problems that cannot be allowed to ignore have emerged gradually with the fluctuation of increase in yield. Only if we solve these problems effectively, can grain production of Henan province continue to increase, in order to make a contribution to finally building a modern country that is prosperous, strong, democratic, culturally advanced and harmonious, and to realizing the Chinese Dream of great national rejuvenation! Therefore, it is necessary to re-examine the situation of grain production of Henan province and adjust or improve relevant policies.This article certainly points out some pitfalls that must be resolved, while affirming merits in grain production in recent years by Henan Province, and makes some specific recommendations, which also has certain significance to the country’s grain production.
