Our private enterprises develop very fast and they have become one of the most important powers to make our economy increase fast from the reform and opening. With the private enterprises developing, the private economy has taken50%rate in our national economy, and the private small and medium enterprises have take the90%rate in it in Henan province. The private small and medium enterprises are the most important power in Zhengzhou’s economy developments, its development, flourishing and steady influence the local economy and flourishing directly.But their whole developing level is not very high, because of the human resource management level. The human resources’ management is to encourage, tap and discover one’s most potential to gain the enterprise’s highest aim. If we want to make it come true, we must perfect and enhance the employees’ encourage system. So the questions are how is about the composition of the private small and medium enterprises’ encourage system adopted? What is the implementation? What are the results? How to improve it? All of these are the emergency question we need to solve.We have collected wide range of data from the enterprises in Zhengzhou, we adopted the question papers and interviewing the employees, analyzing the s ituations, results and the influence elements of the private small and medium enterprises’encourage system, we discover the main problems, find some available policies and suggestions to discover some new concepts to make the private small and medium enterprises’ encourage system get a progress.We divided the essay into six parts. First, to state the research backgrounds and meanings of private small and medium enterprises’ encourage system, the new opinions, methods and ideas in this essay’s researching. Second, to state some relatives and implications to the encourage theories and encourage system. Third, to give a brief statement to the features, marks and the meanings of the private small and medium enterprises’ encourage system effectiveness. Forth, we use the question papers and interviewing the employees’ to comprehend the current situations and the implementation effects of private small and medium enterprises’ encourage system, and give an explanation to the statistical results. Fifth, to give some optimization policies to the problems that comes from the forth part. Finally, find out our disadvantages and the next research direction.
