Research On Chinese Provincial Development Of Low Carbon Economy Based On Consistency Combination Evaluation Method

Global warming will undoubtedly bring enormous crisis to human life and production. Now, the academic circles also generally believe that the mass consumption and burning of coal, oil, natural gas and other fossil fuels produces carbon dioxide,which is the main cause of global warming. In recent ten years, although many countries research on the low carbon economy, they have not yet formed a complete theoretical system,which is urgently needed to be explored and improved from the systematic and depth.This paper reviews the low carbon economy related literature at home and abroad. Based on the analysis of low carbon economy from connotation and dimension, this paper attempts to construct a set of evaluation index system of provincial development of low carbon. In order to reduce the sidedness and differences wich the single evaluation method brings, this paper established the evaluation model of provincial development of low carbon economy on the basis of consistency combination evaluation. According to the evaluation results, this paper carried out the influence factor analysis and comparative analysis. In conclusion, the factors affecting the provincial low carbon economic development mainly include the per capita carbon emission, carbon emission intensity, energy carbon emission coefficient. In comparative analysis, the national 30 provinces are divided into five categories of low carbon economy, low- medium carbon economy, medium carbon economy, medium-high carbon economy and high carbon economy. According to the results, this paper obtains policy recommendations: establish and improve policies and regulations system of low carbon; strengthen the development of low carbon economy system source of basic elements and create a visualization platform of provincial development of low carbon economy. From the system construction to elements of source, then to the platform construction, all these measures promote carbon emissions- economic development subsystem, carbon emissions- resource endowment subsystem and carbon emission-input of low carbon subsystem comprehensive development.
