Study On The Construction Of The Environmental Logistics And Supply Chain In Central China

This paper discusses the theory and objective design of the environmental logistics and supply chain construction in central China, based on analyzing the actual background and research significance, the research status at home and abroad, ideas and methods, the structure and characteristics of this paper. The basic situation of the environmental logistics and supply chain construction in central China is explained deeply and completely. The problems and reasons existing in the central area of environmental logistics supply chain are analyzed seriously. The countermeasures and measures are finally put forward from three levels of the government, enterprises and society.The paper holds that the rationales of the environmental logistics and supply chain construction are the sustainable development theory, the circulation economic theory, the theory of system engineering and logistics supply chain theory. This paper gives a detailed account of the first three theories. In order to avoid duplication, the theory did not explain the last one.The paper takes that the object design of the environmental logistics and supply chain construction in central China should adhere to the principle of unity of reality and advance unified planning. It needs fully consideration of the environment resources data sharing among suppliers, closed cycle operation, idea reflecting concurrent engineering and the basic requirements of making full use of modern network technology. The object design of the environmental logistics and supply chain construction should be inspected and researched in terms of’elements’and’flow’.The dissertation is divided into three chapters to give a deep explanation of the basic situation of the environmental logistics and supply chain construction in central China. The fifth chapter proves a macro background of the environmental logistics and supply chain construction in central China from three aspects which are the basic situation and development of six central provinces, the rise strategy and strategic position of central China and environmental voice and deployment of central government. The sixth chapter discusses the great logistics base of the environmental logistics and supply chain construction in central China. Those views are as follows:the relatively strong material basis for development of logistics industry in central area, correct basic principles, concrete strategic target, right clear thinking, perfect basic strategies, high correlation between the logistics industry agglomeration and economy. Based on the basic situation in Hubei, Hunan and Henan three provinces, the features of the environmental logistics in central China are summarized:provincial development, government leading, pioneering work, driven by the interests and also striving. The seventh chapter states that there is still gap existing in the environmental logistics supply chain in central area from both theoretical and practical aspects. This chapter analyses the present situation and causes from the angle of the environmental logistics supply chain in central area and put that the theory is stronger than practice, planning is more important than the reality and government is more essential than enterprises.The paper analyses the environmental logistics and supply chain construction in central China in detail and holds that the environmental friendly ideas of logistics and supply chain construction in central China is needed to be popularized. There is short of relevant laws, policies and systems in environmental logistics and supply chain. Infrastructure of the environmental logistics and supply chain is to be integrated and improved. The professional technology and management personnel need to be more professional, informational and standardizing.This paper also discusses the countermeasures and measures of the environmental logistics and supply chain construction in central China from the level of government, the enterprises and the society seriously, which holds that the government should consider the legal policies and strategies, planning and execution, the investment of infrastructure construction, the interests of all parties and the coordination of the relationship and the construction of environmental resources database, etc.; the enterprises should increase the application, research and development, innovation, internal management, informational construction and the development of third party logistics management; the society should carry out the strategies and measures of the environmental logistics and supply chain construction in central area from aspects of colleges and universities, scientific research institutions, social groups and news medias.At last, the achievements and shortcomings were summarized and the development trend of environmental logistics supply chain is prospected.The idea is clear and the logic is rigorous. Howver there are still many shortcomings.
