With the continuous development of market economy, the enterprise is facing unprecedented opportunities and challenges. To promotion the competitiveness is the core issue of enterprises. Human resources management is an effective tool for enterprises to establish competitive advantage. The performance management is crucial to help enterprises to establish competitive advantage.H Company is a small and medium-sized machinery and equipment manufacturers from German. The technical level is in the high level. In company, the performance appraisal takes place of performance management and it take an examination for one year. All the employees use the same form. It is too simple, and ignores the process and didn’t achieve the company strategy, motivate employees. In this paper, I used the entire step to set up a complete system, such as the performance plan, the performance monitoring and communication, the performance appraisal, the performance feedback and incentives. Put forward due to the asymmetry of information, if you don’t do the performance review, so managers training for the employee’s salary adjustment promotion decisions such as there is no basis. In the new system, first to analyzed the work, and then use key performance indicators method to make sure the company’s performance indicators, and the performance standard, weights, appraisal method, appraisal cycle, performance communication and feedback of results and then established the safeguard measures for the new scheme. The last, compared with the old and new performance management system, and introduce the effect for new performance management system.I hope the paper is useful for medium-sized manufacturing enterprises to build a performance management system, improve the management of human resource and provides referential experiences.
