The rural land system is closely related to the development of rural productivity, the productivity of the land under the household contract responsibility system is fully released, the current agricultural land property rights system has once again become important factors constraining economic and social development in rural areas. With the collaboration to promote urbanization, industrialization and agricultural modernization, agricultural land property rights system changes become an urgent task. Over the current practice and exploration, the central accelerate the introduction of the policy of transfer of agricultural land to promote the acceleration of China’s agricultural land transfer. Changes in the relationship of identity, occupation, interests of farmers, agricultural land transfer, the entire rural community by the social transformation of the traditional closed society to an open and mobile.
