Study Of The Reconstruction Of Tianshui Airport Management System And Its Implementation

Since the eighties of last century, China’s economic and social development rapidly, openness expanding, the civil aviation industry is facing an unprecedented development opportunity,has achieved rapid development. The importance of civil aviation in promoting local economic and social development has increased quickly.But China’s civil aviation development has obvious imbalance, the development of regional-airport lags behind has become an important issue that impact on China’s civil aviation sustained, rapid and coordinated development. In the northwest region of China, has many nationalities, complex terrain, sparsely populated, there is a large demand for the development of regional aviation. However, due to the delayed construction, poor foundation, developed regional economic factors, the slower development of the Northwest regional-airport business, some of regional-airports even survival difficult. Tianshui Airport is a typical representative.Currently, the research to study how to promote the development of regional-airport is from the perspective of business. This paper based on the properties of Tianshui Airport, including Public Infrastructure Attributes, Public administration and Public services; using the principle of system economics, public management theory, government regulation theory; analysis of Tianshui airport constraints to the development of the current management system and their causes; proposed reconstruction ideas and implementation approach based on government regulation and agency; has a certain degree of innovation for researching the development of regional-airport. Development of the Northwest China regional airports with high homogeneity, this paper has a certain practical significance in studying the Northwest China regional-airport management system, exploring the way out of the future development of the Northwest China regional-airport management, promoting the development of the Northwest regional-airport,improving the three-dimensional transport system, and promoting the regional economic development.
