China has been experiencing fast growth in urbanization in recent years. As a result, cities’ core role in regional economic progress is consolidated. In this context, driven by both internal and external forces, housing price is on the rise continuously, making low-income families difficult to afford housing at market price. Public rental housing is a result of improving the low-income housing system for middle-and-low-income families in response to booming real estate industry.On the basis of existing affordable housing system and low-rent housing system, Nanchang, in2011, took a further step to develop public housing. With the introduction of more state-level policies, Nanchang is accordingly adjusting its regulations on the development and management of public rental housing, in such initiatives as the construction of "comprehensive residential communities" and the adoption of "publish rental housing for both sale and leasing". Meanwhile, there remain many urgent problems and challenges waiting to be studied and resolved.This paper is dedicated to an empirical study on the development and management of public rental housing in Nanchang, as well as wide literature research, as the basis for the analysis on problems existing in the enforcement of policies and regulations concerning public rental housing in Nanchang, and the proposal of counter-measures. This paper falls into7chapters:chapter1is introduction; Chapter2is general theory introduction of publish rental housing; chapter3is devoted to the status quo of development and management of public rental housing in Nanchang and related policies and regulations; chapter4unveils difficulties and problems in this regard; chapter6offers countermeasures and suggestions; and chapter7is conclusion and outlook.In the wish of fully taping the benefits of public rental housing, a program to improve the well-being of people, and in response to the above-mentioned problems and challenges, the study is concluded by specific suggestions for improvement of the development and management of public rental housing in Nanchang, namely: balanced supply and demand through more proper planning and site-selection together with improvement of supporting facilities, more investment in "hardwares" and the establishment of a management body, adoption of varied means including varifying financing sources and adoption of BOT to solve financial shortage, and more strict supervision to ensure equal and rational allocation.
