The Countermeasures Research On The New Rural Construction Of Wan Yuan City In Sichuan Province

China is a large agricultural country, the "three rural" issue has been the impact of China’s economic development, social stability and the overall development of the country’s important strategic issues.Since the reform and opening up, China’s agriculture has made remarkable achievements. However, due to a variety of factors, the Wan yuan still exist lag in economic and social development,infrastruction construction behind the quality of the population is generally low, harsh environment and other issues. We must adhere to the new rural development as the starting point,based on the reality in rural and greatly improving the production and living conditions in rural areas, speed up industrial development, raise the level of public services and lay a solid foundation for the realization of a comprehensive well-off.This paper selects the Wan yuan as entry point to study the construction of a new socialist countryside, Through data collection, field surveys, in-depth system analysis Wan yuan limiting factors and results of the effectiveness of the new rural construction, fully learning to learn from the advanced experience and new rural construction, Combined with the actual situation of the Wan yuan, and suggestions put forward a series of poor mountain building of a new socialist countryside, the expectations for the development of the poor mountainous areas in the building of a new socialist countryside in China to contribute to a force, as well as to provide a theoretical basis for the follow-up study and practice of the new rural development for the poor mountain.The research shows that:the constraints faced by the Wan yuan new rural construction is mainly reflected in. scientific planning is a prerequisite; production development is fundamental; funding is critical; masses to participate in the core; off life purpose.
